Since 2002, Dr. Collier has been at the helm of ARcare as our CEO. After his medical training, Dr. Collier returned to his hometown of Augusta in 1981 and built “White River Rural Health” (our previous name!) into the ARcare, KentuckyCare, and MississippiCare family of clinics that you know today. Dr. Collier’s mission of “Health for All” defines every decision he makes as CEO of ARcare.

Dr. Michelle has spoken at events for global brands such as Pfizer, Merrill Lynch, VMWare, Abbott, Moody’s, Coca Cola, and many more. She has a PhD in psychology and is excited to speak to ARcare about living our story.

Winston Collier has been the Chief Legal Officer at ARcare/KentuckyCare/MississippiCare since September 2012. He oversees Legal & Compliance and Human Resources Departments, creates compliance and risk management strategies, and advises the CEO and Board of Directors on critical decisions. He also creates and implements state and federal public affairs strategy in Arkansas, Kentucky, Mississippi and Washington, D.C., presents and negotiates on behalf of the CEO, and oversees special projects, including expansion into new states.
